The State of California is controlled by Insurance Companies in a manner that exceeds other states in the Union.
The level to which Insurance Companies are involved in every aspect of life, with rules that seem to slight the consumer is a dead giveaway to "over control" by private industry and "under regulation" by Government.
When the State "complies" with the wants and needs of Corporate Industries instead of regulating them harshly, as is intended, the outcome is a situation known as "FASCISM".
FASCISM is an economic condition in which it is difficult to discern the separation between Government Interests and those of the Private Corporations they were meant to regulate.
In this case, one need not look further than the Contact Us page for the California Department of Insurance to realize something has gone terribly wrong.
If these people grew up in this system, they have no idea they are in fact living the FASCIST's Dream, because they are without any experience that shows them the proper separation of Government required to manage Corporate Rogues.
Why does the California Government look like they are a clearing house for Insurance?
Ricardo looks like the Sales Manager for an insurance company, and his staff looks like their call center???
There is no situation in which the State of CA DOI website contact page should start out with, "We can answer questions about your policy and issues you are having with auto, home health, commercial and other types of insurance".
This has all been INVERTED.

We are the California Department of Insurance.
We regulate and manage the Corporations that provide you insurance.
We ensure they abide by laws and rules of the State of California,
and we process complaints related to activities you and we deem to be
outside of the Statutes provided for our mutual well being.
We work for YOU, not the Corporations that Serve US.
Please reach out if you are having challenges with your Policies.
Let's see if we can figure out if they are acting within the law
or doing something worthy of sanctions, fines, and penal code violations.
